The processing course of an application.
The outline of the process of an application from its submission to the final Αct.
The first step is the «Final Submission» of the application, in which case it automatically gets a «Submission Number» (S.N.)
The second step is the “Preliminary audit”, at which time the completeness of the supporting documents of the file is examined.
Due to the large flow of applications (approximately 630 per month) there is a dead period from the submission to the pre-audit stage, of approximately 40 days for all applications.
If the file is assessed as complete during the preliminary audit stage, it receives a Reference Number (Ref.N) and is forwarded in real time to the President’s daily assignment to the competent Credential Evaluator.
If the file is assessed as incomplete, it is returned to the applicant to complete it, and it receives a Reference Number after its completion.
The priority order is strictly observed during the preliminary audit stage and is presumed from the date the Reference Number is assigned.
If it is a request for equivalence and correspondence (to a 1st cycle degree), the Credential Evaluator prepares a proposal in which he expresses an opinion on the equivalence. For the correspondence refers the file to an “Academic Consultant”.
For the same category of qualifications (same sector, same level of qualification), the Credential Evaluator strictly keeps the priority order which is presumed from the date of the Reference Number and not the Submission Number. This order may change, only if the Credential Evaluator considers that additional data are necessary for the justification of his proposal, and the delay depends on the speed of the reply of the university that awarded the title.
The Academic Consultant (Professor of a Greek University, non-salaried external partner of the organization) proposes the requirement of examination in additional subjects for the correspondence (0-6 for a 4-year degree or 0-10 for a 5-year degree) and forwards his proposal to the Executive Committee.
The Executive Committee consists of three University Professors, being also members of the Hellenic NARIC Board of Directors. It is composed of the competent Professor of the scientific sector and two other Professors in related scientific sectors.
The Executive Committee is responsible for the final judgment both of the equivalence and correspondence, but also for the final decision of examination in additional subjects (or not).
If the judgment of the Executive Committee is unanimously positive for the equivalence and correspondence (with or without referral to examination in additional subjects), the file is forwarded for “Administrative Audit”, where the compliance with the prescribed procedure is examined.
If the file has successfully undergone the Administrative Audit is forwarded to the President for final judgment.
The President enters his judgment and sends it to the Decision Registrars, for the draft of the Act to be prepared.
The Act’s draft is forwarded to the applicant for the purpose of verifying the accuracy of factual statements (full name etc.). If the applicant has not replied in 15 days, the Act is forwarded to the President for final signature.
The final Act signed by the President is e-mailed to the applicant, in real time.
If it is a request of equivalence (with a 1st cycle degree, postgraduate degree or PhD) the procedure is the same, except from the stage of the Academic Consultant which is not required.
If at any stage there is a dispute between the members of the Executive Committee or the President, the application is returned to the previous stage. If the dispute is not resolved, the application is forwarded to the competent Department of the BoD.
Indicative period required for application processing.
For each application there is a dead period between its submission and the preliminary audit, currently about 45 days.
The processing period varies depending on the scientific sector, the type of qualification (undergraduate, postgraduate or PhD) and the type of recognition. The processing period is the same for qualifications of the same scientific sector, type of qualification and type of recognition.
There are sectors where the processing period (after the acquisition of the Reference Number) is 1-2 months, but there are others where the processing period may reach 12-14 months. In the interim there are sectors with processing periods from 3-4 months up to 8-9 months.
Only in case of unusual and unjustified delay from the organization, an authorization for the file’s advancement is granted.
